At the end of April, the Head of Climate and Environment announced that Poland will propose at the next EU Council a project to impose sanctions on energy imports from Russia through the “Russian ETS”, that is, a system similar to fees for carbon dioxide emissions. In its view, ETS could include “reduce use” goals, similar to the EU’s decarbonization goals, broken down into individual sectors, raw materials and member states.

According to Bloomberg, the European Union will propose a complete ban on the import of Russian oil by the end of 2022. Until then, gradual restrictions will be implemented.

The meeting of EU energy ministers will be devoted primarily to energy security issues, with an emphasis on intimidation and security in the field of gas supplies.

“We are able to agree on a transitional mechanism – whether in oil or gas,” said the head of the Polish Ministry of Climate and Environment. “A form of payment: will it be a customs duty, whether it is a tax, or a solidarity tax of the ETS type, it will have to be agreed upon,” – she said.

Anna Moskwa stressed the importance of keeping the tariffs in effect until they move away from Russian energy sources. “But with the recognition of the date of departure of all countries in solidarity.” “We do not agree with the solution that countries will continue to import and pay,” the head of the climate ministry said.

Full sanctions on oil from Russia?

“In addition, we will talk about the upcoming package of sanctions, including the inclusion of full sanctions on oil. Of course, the topic that will also be discussed will be the ruble payment to Gazprom and the decree that has appeared in recent weeks,” Moscow said.

The permanent theme of these meetings is the thread of solidarity with Ukraine in the energy field. “What possibilities do we have for further assistance, and what else can we do. (…) I have specific requests from the Ukrainian side. I will pass on these requests to European countries and then we will coordinate additional deliveries and further support to Ukraine on a business basis,” she added. Anna Moscow.
